History of BJMP
The Bureau of Jail Management and Penology (BJMP) was established to professionalize the administration and management of all district, city, and municipal jails in the Philippines.
Creation of BJMP
- Republic Act No. 6975 - Department of the Interior and Local Government Act of 1990
- Signed into law on December 13, 1990
- BJMP was created as a line bureau under the DILG
- Took effect on January 2, 1991
Before BJMP
Prior to BJMP's creation, jail management was handled by:
- Philippine Constabulary (PC) - for provincial jails
- Integrated National Police (INP) - for city and municipal jails
- Local governments had minimal involvement in jail operations
Key Milestones
- 1991 - BJMP officially began operations
- 2013 - RA 10575 (Bureau of Corrections Act) further defined BJMP's role
- 2019 - RA 10592 on Good Conduct Time Allowance (GCTA) implementation

Entry-Level Position
Jail Officer I (JO1) is the entry-level rank for BJMP personnel. Requirements include being a Filipino citizen, passing the BJMP qualifying examination, completion of required training, and meeting physical and mental health standards.
